first_img Another one for the books: Orange County Library District publishes comprehensive Financial Report for 2017From the Orange County Board of County Commissioners  Last month, the Orange County Library District opened the New Year with the release of its Comprehensive Annual Financial Report for last fiscal year ending on September 30, 2017. The purpose of this report is to fulfill requirements established by State statute: The District’s financial statements must be published within one year of the ending of the previous fiscal year; be presented in conformance with generally accepted accounting principles (GAAP) as applied to government entities; and be audited in accordance with GAAP by licensed certified public accountants. For 14 consecutive years, the District has been awarded a Certificate of Achievement for Excellence in Financial Reporting for its annual financial reports. The Government Finance Officers Association (GFOA) awards this certificate to a government who has published an easily readable and efficiently organized annual financial report, amongst other requirements. Believing that it continues to meet such requirements, the District plans to submit its latest report for consideration of earning the fifteenth certificate. Before discussing highlights and specifics from this financial report, it is necessary to briefly review the history of the District and the purpose it serves.The Orange County Library District was first established by a special state law (Chapter 80-555, Laws of Florida) and approved by referendum in 1990 as an independent special taxing district to provide library services for citizens residing in Orange County. This act, in its original form, has since been amended and recodified and can be found in Chapter 99-486, Laws of Florida. Members of the Library Board of Trustees are appointed by the District’s Governing Board. The Library Board of Trustees, comprised of five members, is responsible for managing, administering, and operating all library facilities and services of the District. Library services are provided to about 1,267,700 residents through the 290,000 square foot Main Library building in Downtown Orlando, and 15 branch locations ranging in size from 5,600-15,700 square feet.Given that the District provides local services to residents, information from the financial statements is often better understood when presented in the broad perspective of the local economy; the local economy is substantially driven by the tourism industry. Among the major employers in the District, the two largest property taxpayers are Walt Disney World Company and Universal Studios. The District is primarily funded through property tax revenues. From fiscal year 2009-2013, the District’s property tax revenues dropped $8,948,000 (25%). However, property values have since then bounced back and are expected to increase to $40,000,000 by the fiscal year 2018.Having first opened in March of 1985, many of the building systems and interior of the Main Library building have either been replaced or renovated in the last 10 years. Remaining projects for the building pending completion in the future include the following: Replacing the emergency generator, renovating the fifth floor, and constructing emergency exit gates and fencing to improve security. The District’s General Fund (used to account for all revenues and expenditures applicable to general operations), in combination with property tax revenues and reserves, will most likely fund these projects. In addition, the District has been transferring money from its General Fund to the Capital Projects Fund every year for the development of future branches; a $1,027,374 increase in the Capital Projects Fund for 2017 was attributable to a $1,000,000 transfer from the General Fund for the purpose of future branch development, and $27,374 in investment income. Of course, the District has and will continue to keep an eye out for opportunities for the development of future branch libraries in high growth areas when needed.According to the Government-wide Financial Analysis within the report, the net position overtime may become a helpful tool in determining the District’s financial position. During the 2017 fiscal year, the District increased its net position through operating results by $653,196 and assets and deferred outflows of resources exceeded liabilities and deferred inflows of resources by $51,437,116 as of the end of the fiscal year. The largest portion of the District’s net position is its investment in capital assets, including land, buildings, improvements, furniture, equipment, computer equipment, library books, and construction in progress; the capital assets are used to provide library services and thus not available for future spending. Sunscreen is a must, but protective clothing is also a good idea because that protection is constant,” Dr. Rico advises.Embrace the shade.“If you can, invest in a shade structure that you can take to the beach or park so you and the kids can get a break from the sun,” says Dr. Rico. “And avoid being in the sun during the peak hours of 10 am to 2 pm when the sun is the strongest.”Teach your children about sun protection and make it part of their routine.“My children are ages 3 years and 6 months and we have a complete sun protection program for them. They wear sunscreen and sun shirts whenever we’re in the sun,” Dr. Rico says. “My 3 year old knows to grab his rash guard whenever we’re going to the pool. first_imgTuesday Dec 18, 2007 Phil Vickery cited for stamping Phil Vickery has once again landed himself in hot water, this time, for stamping on an opponents leg. The incident occurred during Wasps’ first Heineken Cup meeting with Clermont Auvergne in France when Vickery stepped on lock Thibaut Privat while making his way back to his side of the ruck.Some will call it careless and possibly accidental, but I personally think he was as accurate as a gymnast on the balance beam and could easily have avoided Privat’s leg if he wanted to.Lawrence Dallaglio did his best to convince the ref otherwise, and despite the touchjudge clearly seeing the incident, Vickery was only penalised on the field with no yellow card being shown.Foolish actions from English captain Vickery, who now faces a possible suspension of up to six weeks for his retaliation to something that neither the officials or any of us managed to pick up.Vickery has only played two games for Wasps this season since returning from the World Cup, in which he also got suspended for a silly incident.Is the World Cup finalist building a dirty reputation for himself, or are they isolated incidents and should be treated as such? As a captain of his country, surely he should be more disciplined though?Then again, Johnson, Krige, Fitzpatrick – all captains and all known for being guys you wouldn’t want to meet in a dark alley, let alone at the bottom of a ruck. first_imgSunday Mar 7, 2010 England vs Ireland Legends match at the Stoop Over 11 000 fans turned out at the Twickenham Stoop last weekend to watch England and Ireland legends of the game play in the inaugural Stuart Mangan Memorial Match, in aid of the Matt Hampson Trust in England and Keith Woods Paralysed Rugby Players Fund in Ireland.England were led by former captain Martin Corry, and had the likes of Jason Robinson, Josh Lewsey, Mike Catt, Neil Back, and Jason Leonard playing. Ireland were led by Shane Byrne and included Mick Galwey, Reggie Corrigan, Trevor Brennan, Justin Bishop, and Rob Henderson.“It’s definitely a lot more friendly than it used to be but I think when the whistle goes the lads will still try to be as if their waistline was a few inches thinner and they’d be able to run a little bit faster,” said Byrne pre kick-off.While the match raised support for both charities, it was in honour of the memory of the inspirational Stuart Mangan, who was just 26 when he passed away last August following a spinal injury while playing for Hammersmith against Fulham RFC in London in 2008.“We are absolutely delighted that the match is taking place we received fantastic support from the rugby community for Stuart before he died and they want to continue supporting his memory,” explained Stuarts father, Brian Mangan.“With Stuarts love of rugby this is a particularly appropriate way to honour his memory, one which allows people who gathered around him at the time to stay in touch with each other.”Former England fullback Robinson was outstanding on the night, showing that hes still got the magic that dazzled defenders for so many years. first_imgMonday Mar 22, 2010 Gareth Thomas takes a battering on League debut Union to League convert Gareth Thomas had a rather forgettable debut for the Crusaders against the Catalans Dragons on the weekend as took a knock within a few seconds of kick and never quite recovered.Thomas, playing in his first professional Rugby League match since making the surprise switch earlier in the month, left the field battered and bruised after just 30 minutes.The 35 year old former British & Irish Lions captain later revealed that he spent the majority of that time with blurred vision following another big knock he received early on.“I don’t know what happened but in the first tackle I took a clout on the top of the head. Then 20 minutes later my head’s gone into someone’s knee. As much as I didn’t want to go off, I had to,” said Thomas.“But I feel fine now, I feel good. Towards the latter stages of the game I wanted to go back on but it was to the benefit of the team because I wasn’t one hundred percent.“This could have been my first game or my 100th, and what happened would have happened. It is a contact sport and it could have happened at any time.“Now it has gone behind me I can carry on enjoying what is, I think, really and truly a great game. It is a fantastic sport to play, that is why I wanted to play a full 80 minutes,” he added.Crusaders coach Brian Noble said Thomas still has a lot to learn, but he’ll get there.“We are going to have to teach him a few of the nuances of how to protect the ball in the tackle. He wants to carry the ball a lot but he needs to learn how to do that and when to do that.“But for his first 30-35 minutes hes done fabulously well given hes never played any rugby league,” he said.While Rugby League isn’t a regular feature here on RD, many will have be interested in how Thomas is getting on. And if rumours are to be believed, there could be one or two other well known Welsh players making the switch very soon too. first_imgTuesday Apr 27, 2010 Adam Ashley-Cooper disallowed try against the Waratahs The Brumbies are still fuming after referee Steve Walsh failed to award a try that they were certain they had scored in their 19-12 loss to the Waratahs in the Super 14 on the weekend. They have since called for Walsh to be stood down for the next match.The game itself was pretty dull with not too much to talk about, except for the friction and bickering between Brumbies captain Stephen Hoiles and referee Walsh.Hoiles found himself penalised a few times with what he called rubbish calls, and then Walsh failed to award a try to Adam Ashley-Cooper, despite it looking like a sure thing. He deemed that it was a double movement, and was happy with his call.The Brumbies have since called for Walsh to be replaced as ref ahead of their meeting with the Reds on Saturday.There will be a review today with the promotion and relegation system taking place.“We’ll wait and see whether he’s the referee,” said Brumbies coach Andy Friend.“That’s up to the selectors to give their view and we can only deal with what we see and I thought the first 30 minutes it wasn’t a very even contest,” he added.Flyhalf Matt Giteau wasnt quite as reserved, landing himself in hot water with what could be a suspension and a hefty fine for being so outspoken.“Mate, I don’t know if we will turn up (if Walsh is referee) – what’s the point? Like anyone that knows rugby, that was a try,” he said.Players contracts have a clause that stipulates that theyre not allowed to publicly criticise a referee or assistant refs handling of the game. We saw that with former Reds coach Eddie Jones in 2007, when he was fined $10, 000 for having a go at referee Matt Goddard.Sean Fitzpatrick and Michael Lynagh both seemed to think the try should have been awarded to Ashley-Cooper.
